Shortwave broadcasting is not only very unproductive but also cause huge pollution of the HF spectrum. These transmitters run hundreds of kilowatts into the space and only parts of microwatts are absorbed by the individual listener, and they are not many. Internet and satellites are superior and cost-effective. Wise decision to shut down these transmitters.
