He states on his qrz page that he did NOT receive a license - that is what we call a pirate. Hope he receives it during next time but I assume the qso he did so far are not valid

My guessing is that he might have some problem with license. In YI they need license from authorities and also from local amateur radio society. Not sure I dont see any spots also.
